Instructions
Lay the meat strips flat on a clean surface and season evenly with salt, black pepper, and saffron water, gently massaging the seasoning into the meat.
Place a slice of onion or bell pepper lengthwise along the center of each meat strip.
Roll the meat tightly around the filling to form a neat cylinder, securing the seam with a toothpick to hold its shape.
Heat a small pan over medium-high heat and add enough oil to lightly coat the bottom. Allow the oil to become hot.
Arrange the rolled kebabs seam-side down in the pan so they make direct contact with the hot oil.
Reduce the heat to low, cover loosely, and cook gently for about 30 minutes, turning occasionally, until the meat is fully cooked, tender, and lightly browned on all sides.
Remove from the pan, carefully take out the toothpicks, garnish with chopped chives, and serve warm.
