Meat and Potato Soup (Soup Gusht va Sibzamini)

Instructions
Step 1: Peel and chop the potatoes into small pieces. Rinse and chop the celery stalks and onion.
Step 2: In a suitable pot, add the chopped potatoes, chopped celery stalks, onion, and meat. Cover them with water and bring to a boil.
Step 3: Once boiling, cook the ingredients in the pot for 15 minutes until tender.
Step 4: Place a pan over low heat and add the butter. Saute the flour for one minute to remove its raw taste.
Step 5: Slowly add the milk to the flour and butter mixture, stirring well until it reaches a smooth consistency. This usually takes 4 to 5 minutes.
Step 6: Add the thickened mixture to the pot containing the vegetables. Add salt and pepper to taste and serve the soup.
