In a large microwave-safe dish, combine the minced meat, fried onions, chopped onion, green bell peppers, salt, and black pepper. Mix thoroughly. Microwave uncovered on high power for 5–6 minutes, stirring halfway to break up the meat evenly.
Add the chopped fresh tomatoes, tomato paste, and dissolved saffron. Stir well, then cover loosely. Microwave on high for 6–10 minutes, stirring once, until the sauce is fully cooked, fragrant, and slightly thickened.
Meanwhile, pour 1–1.5 liters of water into a deep microwave-safe container. Microwave on high for about 10 minutes, or until the water reaches a rolling boil.
Season the boiling water with salt and add the vegetable oil. Add the spaghetti, keeping it submerged. Microwave uncovered on high for 8–10 minutes, stirring once midway, until the pasta is tender. Drain thoroughly.
Combine the cooked spaghetti with the prepared meat sauce, mixing until evenly coated. If needed, microwave the combined dish for an additional 3–4 minutes on high to heat through before serving.
